Helel can only be obtained near the end game, after you have maximized the Star Social Link (Level 10) with Mamoru Hayase. You can start building this Social Link with Hayase from August 2, and he can usually be found at the Iwatodai Strip Mall on Tuesdays, Wednesdays, Fridays, and Sundays.

To establish the Star Social Link with Mamoru Hayase, you need to have your Courage at Level 4. This level of Courage is essential to initiate and progress through the Social Link, which is crucial for unlocking the ability to fuse Helel later in the game.

You can easily enhance your Courage stat by engaging in various activities, such as singing karaoke, visiting Game Parade, dining at Wilduck Burger, and participating in other courage-related events.

Finally, your main character must reach level 88 to fuse Helel. Once all of these requirements are met, you can begin the fusion process. There are several methods you can use to quickly reach this level, including utilizing the Hermit Social Link’s teleport ability, which allows you to efficiently gain experience points by rapidly navigating to areas with high-level enemies.
